Report a translation problem
1.
If mods, made sure ya'll got the exact 100% same files? including the extreme of sending over your workshop folders cc2 mods to make 100% sure? (steam sometimes does not update workshop properly and sometimes there ain't really any (easy) way around it) also maybe try just deleting all the mod folders for cc2 after unsubbing to make sure you purge is another idea but sometimes steam does not like this and won't start downloading again (easily) and it's dependent on the game/workshop
Edit8: If this is maybe an issue at all then just make absolutely 150% sure that you both have 2-3 times the free space of what the mods need on the drive that has the game installed on, then also make sure you have en equal amount of space if not 4-5 times the space the mods need on your C drive. Then attempt downloading/redownloading mods via workshop.
And if you have the game on C then you will probably need 6-7 times the space to be on the safe side.
The reason for this is cause steam is also sometimes horrible at telling you info, like for example how much space it actually needs to download and/or install, for example workshop pages have a file size under the thumbnail,, this is however the steam compressed dl size.... not the size on disk size after it's been downloaded and unpacked.. which takes at minimum like 190%-220% more space, up to 300% and over even, depends a lot on how old the mod is, aka if it had the steam compression treatment or not and probably a couple other variables i can't think of rn..
but the fact that downloads, at least workshop ones, go via the C drive (the temp folders in other words) makes it troublesome sometimes :q but ofc steam never says that it does so or that you need space on your c drive at all they just think of it as a given, which in technical terms at least it very much is but by far most casuals/non-nerds would never know this, i'm sure..
So if you got 999Gb free on another drive but only 10Mb on C then workshop won't work either way..
in short (TLDR): you need as much free space on C as you do the drive you wanna be workshopping
2.
If no mods, ouf.. have you and your friend made sure firewalls are completely off? some firewall programs keep going even after you fully 100% close them even via task manager details don't ask me why idunno :q in particular i know comodo can/does do this. so make sure you actually toggle off firewalls.
(not including windows defender, but maybe make sure it has an exception for cc2)
Edit2: btw don't think that adding a exception into whatever firewall program will work 100%.. comodo for example i have experienced with a few games actually over the years where it just won't allow a game through absolutely no matter what and the only way around was to turn off comodo firewall entirely, and again iv'e had this several times.. so just try turning off extra firewalls trust me :q defender is more than enough for most people on a casual level at least (edit4: unless you're on older than win 10.. if you're on anything older than 10 then don't rely on the built in firewall, for the gods sake.....)
tip/note about that tho: if this does turn out to be an issue, some games will be fine if you turn the firewall back on right after having your friend connect, however some games will not, and some games will be fine at first, but then suddenly not be fine a few minutes later when it tries to update mp stuff, no way to know without testing.

Bad/spotty/slow/isp-throttled internet on either or both ends? if internet ain't good good then i imagine this game can't handle it well if at all as i imagine there is alooooot of info packages back and forth with this game and eeeeven more so if playing vr..

And ofc, good or at least decent pc on both ends? though this game isn't very graphically challenging it is very cpu heavy with everything that is going on, if you're trying to get a mp game up when the host can't really even run the game properly then there ain't much point :q

Edit: ports too. maybe make sure you either have properly working auto port forwarding or whatever it's called and that's if cc2 even can or does use that idunno, and/or alternatively, just find out what ports cc2 uses and open them manually in your router.
Hope some of this helped ya figure it out.
Note: i'm just shooting in the dark btw. I and my friend i play with have had almost no trouble at all and the few times we have it's been either mod related or us returning to an ooold old save
Edit3: oh also ofc what pc specs you have could add variables to any of these scenarios potentially changing god knows, and also not to mention OS if you're or your friend is running linux then that's a whooole nother ecosystem that i know nothing about how to fix xD

edit5: almost didn't even think of writing this down as it's such a obvious first thing for me to check but might not be for someone else :p so, modded or not, have you both verified the integrity of your games via steam?
a lot of the time it does absolutely nothing but sometimes it fixes things entirely, especially if one has meddled with game files (hinting towards the newer comment i made below this one)

edit6: another thing i just thought of, launch parameters? got any custom stuffs in that launch parameter field? (in steam or any other launcher) (or for that matter in the parameters of the executable itself for some reason?!?)
if so, probably wanna wipe it, i at least don't know of any that would help or improve the game in any way.
like.. if i mess some stuff up in a ui file, then just change a few boyancy values of the albatross for example then suddenly that boyancy change will make the bug/error i made in the ui file even worse somehow....... it's just nonsensical xD
in other words, it may well be as simple as the fact that you are trying to run it on a mac os that is causing major issues, like.. very likely so.. and also to top it off if you're on mac that means you may well be on a laptop, and even if you're on a uber expensive gaming laptop with a laptop rtx 4090 you might still just not have good enough cpu performance to even run multiplayer all that well, if at all.
