If yes, you can get in range and pummel it with that. Missiles and bombs will get shredded by CIWS, if active.
My best approach was to harass/kite it with torps then to get closer to finish it with the deck gun. Be warned that the ENY CV has a deck gun of its own and can devastate you should it use it.

Attacking the enemy's barges is really a waste of ammo. Just board the enemy CV and trigger the self-destruct mechanism.
And HOW would you board the enemy carrier?
"But I'm out of 160mm rounds!" I hear you cry. Not to worry. There's still a way forward. Your goal is to take out the point defense turrets so that you can ravage the enemy's hull with cruise missiles. To do this you will need a cheeky little seal with a camera and an AA gun. Get close to the enemy carrier, deploy the seal, manually control the turret and mag dump the whole 1000 rounds into its main deck, hosing the corners especially well. This will almost certainly take the defensive guns offline, and you are free to sink it with all the missiles you have on hand. If you have any kind of ammo, there's a way to kill your enemy.
Higher chance of actually hitting him with manual control going full speed after the AI lines up the bombing run.
AI however attacks at half speed so it doesn't fly into the missiles it launches.
Fortunately I did luck out and get Mantas and a heavy munitions island nearby for light bombs.
Gotta come up with a bunch of options cause not everyone will have the same blueprints available.
Edit: Also it seems 160mm ammo is classified as small munitions so hitting islands with small munitions factories have a chance to drop the blueprint for that ammo type. It is by far the most powerful ammunition you have at your disposal with the exception of the cruise missile which can get the smaller targets in the water.
