So no, not really, but it may scratch some similar itches nonetheless. I'm a fan of both games.
Edit: If you're looking for more Dragon Force style games, may I suggest Dragon Force 2 which now has a working translation? I'm personally not as big a fan due to some palette and story differences, but mechanically it's a superior game.
I'm glad you made the Ogre Battle comparison. I haven't bought this yet, but just watching the trailer made me think of a cross between Ogre Battle and Advance Wars and I'm all for it.
The artwork is reminiscent at times of Shining Force, Fire Emblem, Final Fantasy Tactics, Vandal Hearts, Ogre Battle, and yes Dragon Force.
It's really quite a hodgepodge of everything from the SRPG genre.
Honestly, I feel a significantly underrated part of Dragon Force's appeal was the quirky Working Designs translation and quips. I tried DF2 and it didn't have quite the same appeal to me, partly because of that (partly because they washed the palette out).
1 year late, but you may want to take a look at this remake of Dragon Force.
