Edit: also, I personally wouldn't pay the 3k gold. The skirmisher/ranger line are pretty bad, and so will be benched pretty soon. Medics are a lot cheaper than 3k gold. Raskuja himself is the only highlight, but that early in the game, I'd much rather get a damage focused mercenary than a backstab shield.
Secondly, while Raskuja is a pretty decent support focused leader, you most likely don't actually have the good units to fill his squad yet. You probably won't even have enough to fill your other story character's at that point, so it's much better to focus on getting those good units first.
And finally, you're not spending 3k gold for Raskuja, you're spending 3k gold to get him a little bit earlier. Like I said, he joins for free soon anyway. Not to mention more than half of the unique mercenaries are better than him and costs a similar amount.
To be fair, 3k gold down the drain isn't a big deal either way, so it matters little whether you hire him or not.
It was very confusing, since I knew from this forum that he eventually joins you if you missed the earlier chance when you have to pay 3000 for his services. I then assumed he would jump in with a mid-battle cutscene at some point and join the action, but he never did before I finished the level. I don't recall him saying anything at the start of the battle too, to indicate what you need to do - he's just standing there on the screen.
It feels like that aspect of the level could have been better flagged as to what is supposed to happen.
