Are Sybil, Ruskaja, Narima, and Lysander gone for good? [SPOILERS]

I'm in the second part of the game where you're leading Diana's army and the main character is gone. I noticed the characters in the title are gone, but I don't remember being told where they went. I don't think I skipped over them when I had to choose squads for Diana's army, but it's possible. Does the story just force them to leave at that point? And are they coming back? If I messed up somehow I may have to start over....

As a matter of fact, they all show up in the same chapter, with their units intact.

Nah when they returned few of them had added a random unupgraded generics.
