Abigayle however is a wildcard, as depending on what class you currently have her as, she may have the "disable flight" tag, one such example is Valkyrie. If any class has a disable X flag, then X physically can not be the movement type, no matter how many movement points we get towards that.
I can't see a stats difference between a regular dragon and a dragon rider, guessing it's maybe speed? Wouldn't make sense, but don't know why other group has less movement. Nothing to do with artifacts.
The story dragon you're referring to has the same movement stats as dragon riders.
Flying as a movement type sets movement points to a particular value (7 for our purposes, its a bit more complicated than that but not for relevance here), overriding anything from something like slow normal or light setting it to 5 or 6, and in contrast to cavalry adding a small bit (which gets into the complexity i mentioned earlier)
flying as a movement speed ignores any terrain penalties for movement, and given the aforementioned set value, means we won't be dealing with anything less than our set value.
which means we're left with only artifacts actually able to change the movement of a flying squad... assuming your two squads are both flying after everything else here. Boots of Tyranny are the first to come to mind that change anything here.
Adding to this a detail i forgot to mention, the story dragon has a moveset weight of 2 rather than 1, which means it counts as 2 units for movement status calculations. Which further adds to "this is not a problem"
