you should use that gold to buy more artifacts or better units.
It's always a good item since when you've unlocked all tech, every rank gain in faction gives you a proof of merit, thus allowing an infinite supply of proof of merits.
As for price, if he has bought artefacts before that the price may have been bumped up.
Also, if you're strapping for cash, head into arena's and sell the xp/cp you get. They give a nice boost allowing you to buy stuff.

Just did bronze arena. 67 captured netting me 4.2k alongside 67 faction xp and arena rewards.
I suppose gold from surrender is based on unit tier, so on higher tiered units that would be even higher.
Yup, when you finish tech tree the faction xp gives you proof of merits instead.
that must've been a change that happened after i stopped playing, then, because when i played the game back when this first came out, that didn't happen... or i just don't remember it.
It was a pre-dlc feature.
