If you're like me and enjoy artifacts that have no annoying downsides, then yes, it is one of the better ones, even compared to the orange/purple stuff.
Makes Archers capable of nearly deleting everything
5 strength means nothing when you do true damage
The big downside is capacity. Believe me, late game, you're gonna be scrounging for each point of capacity you can grab just to squeeze in one more unit or higher level artifact. There's a reason there are so many artifacts that reduce your total capacity.
Also, as said before, while those numbers may seem impressive early game, late game, they are a drop in the bucket. Trust me, even without getting into the ones that give absurd effects like letting your squad attack first on defense, there are artifacts that give much higher stat buffs.
The stuff you will get the most millage out of will likely be the artifacts that give you capacity. I purchased those every change I got.
