What does this mean? I thought it would mean you can upgrade a unit again, but I cant

You can use the item "proof of merit" on those for a last upgrade in stats

It means you can use the item "Proof of Merit" on that character to upgrade them to a gold version of that class with increased stats. Be advised that doing so will permanently lock that character to that class.

It means that your tier 3 unit has achieved max CP and can further upgrade it's stats with proof of merit item. take note that using this will lock your unit permanently to its current class.

Thank you but I cannot seem to upgrade any of them again. Do you need an item for it?

OK, so Green arrow means they can upgrade their class.

Yellow arrow means they are at max CP as a tier 3 unit and can use the item Proof of Merit to get a buff and turn gold.

Now, if that character does not have the correct stats, he/she will not actually be able to upgrade to a higher class. For instance if you want to upgrade an archer to a warbow, but do not have enough agility, they will have the green arrow, but you won't be able to actually upgrade. It won't matter that your archer has reached max CP, if they do not have the stats, then no upgrade!

You can try to level them up or use the items to boost individual stats. Also you can do arenas if you have the orbs AND get some items that could help you, not to mention the xp to lvl them up.

Is it possible that you only get proof of merit items before mission 6 or so? I havent seen one in the shop or drop since then, its kinda frustrating because I would really like to upgrade some more units to gold.

Yeah you'll get more. They're not the most common item though, that's for sure hehe. At chapter 26 I have maybe 20 of them total. Maybe a little less.

Yeah, like Turret said they are pretty rare. Do not recall if they are possible drops in arena missions or not. They have a very low chance of appearing in the shop or anywhere for that matter. By the time I finished I had about 25 in total maybe? Not more than 30 for sure.

Merits do drop in Arena. Although if you really want all gold units, you can hack it with cheat engine basically, though i recommend doing that after the first play through of the game normally.
