The game's a roguelite. So when you choose a Galaxy (set of Planets, not sure if that's what you mean by "levels"), you're starting a fresh "Galaxy run" and trying to complete all of its planets.
Every run, you just start with your Breaker's basic set of 4 skills and one weapon. You spend coins at various kiosks on every planet to upgrade your skills and also your weapon's attack power, speed etc.
None of these upgrades are "persistent" beyond the end of your Galaxy Run.
Every area 'room' on a Planet has an upgrade kiosk (make sure area is CLEAR before you use it); the 1st one 'room' area on very planet has this big tall upgrades kiosk that doesn't cost coins to use. The "boss planets" have that big tall 'free' upgrade kiosk and a coin-op upgrade kiosk at the start; then the main boss area will have coin-op upgrade kiosks to the far left and right (which you don't want to access until boss is dead, obviously :-) )
To me what's missing as a roguelike now is any sort of persistent passives system to reward us for time spent. That might be what the planned character level benefits represents.

In the demo, No. Devs explained they have not yet implemented the game's character level system. So currently leveling the character has no effect. They DO plan to implement benefits for leveling the character (maybe we'll see this in the planned June demo that has online co-op), I haven't read anything about what those benefits might be.
So you'll see a Character level # when you log into the game, but for now in this demo build, it doesn't mean anything or provide any benefits.

In the demo, yes, the VIP points are just for unlocking characters and the "buff toy" pets. But you can just use the "coupon code" provided in the recent news item (https://steamcommunity.com/app/1487390/discussions/0/3108016781882664284/) to get 60,000 VIP points, and then have no reason to play at all. :) (other than for fun and to see how far you can get.

Not sure what you mean. On a "galaxy run," you'll retain skills upgrades from one level to the next. If you get a weapon drop on Planet 1 and keep it, you'll keep that the rest of your galaxy run or until you switch weapons again.
Keep in mind this is an extremely EARLY demo build meant to tie in to the Steam games festival and build some hype for the game. They have a lot to add, feedback to address, bugs to fix etc.
Ultimately, I suck at this game (people apparently run rings around bosses that annihilate me), but I think I understand most of it, hope this helps. :)
Would love to see permanent new gun unlocks with passive perks you could attach to them or something.
Yea, so far the core game seems fun. Here's to hoping it heads a good direction.
