Are all skills scaled by skill power? Even Uzui?
For example healing skills or Uzui Phoenix wings where she shoots whilst dashing will that be scaled by attack power or skill power?

All skills that deal damage! (regardless of what animation they use) are scaled by skill power. Components of skills that heal, provide buffs, status effects etc do not scale with the stat. Only the damage part will be effected if they deal damage as well, Uzi's freeze skill is an example where skill power will effect the damage the skill deals but not the status effect (freeze) time.

Attack power applies to both weapon and skills damage (again just damage) but it only increases the base damage of them since its not a multiplier like weapon damage or skill power stats.

Thank you for this clarification! I wish the game had a dummy of some sort of us to test builds so we knew how things work, so attack power actually boosts both skill power and weapon at the same time? I read somewhere where it said it was just basic attacks not the skills, if it affects both then it'd explain how my uzui was doing so much damage with her skills when i went full attack power build

Yes but going attack power route is always going to be lower for your primary damage method because its just increasing base and not increasing multiplier scaling.

For Uzi it tends to be best going weapon damage attack speed route with infinite rounds relic to not have to reload her best weapon choice since it drains ammo fast but ofc often you will be forced into relics that simply aren't optimal due to rng.

I understand, I wished he skill "phoenix" the shoots would be based on weapon damage and it would change the animation/effects dependent on which weapon she has equipped would be way more interested :v Because i feel like if I just go weapon damage, her autos are strong like any character but her skills wont be doing any damage, but i understand she is more utility than anyhting with her kit

Well overall dps is what matters for the investment of those specific damage stats. You can build any way you want that rng allows for but in her current state weapon damage route is going to be the best path for her dps unless the target dies in the 1st couple of seconds which then doesn't really matter because it was weak anyway or someone else did bonkers damage.

Breakers that have very good skill damage routes currently are Jungler, Lightning or Elsa as some examples. in Jungler and Lightning's cases they can do over 1 million dps with optimal skill damage build which going weapon damage they won't be able to reach on them.

Thank you I will try get lightning I havent tried him yet, actually I got Bronte just recently and initially I thought she was really bad but after getting some skill upgrades and attack power and sending 2 balls upgrade and explosion + 100% damage i was actually dpsing way more than my friends even in bosses!!

If the skill deals damage, yes.
