People already use it for everything from hats, glasses and earrings, to making ears and tail, wings...Someone managed to create a freaking mairmaid tail replacing the legs! xD
The potential of the "hair tool" extend clearly way beyond just modeling hair.
If we could officially change where the "hair bone" attach to, it would make pretty much anything possible as clothing, extra body parts and props goes.
Not sure if it would resolve your first problem.
For this, hair would probably need to react to the blendshapes where it is attached to.
attachment points would be a real benefit to this program as tools like animaze etc already support adding accessories on the fly
