P.S. And btw, promoting is only recommended when you actually need higher levels of skill. Otherwise you will just pay them increased wages for almost nothing.
My workers would have a status saying they're delivering items to X object, but they just stand there the whole time and do not move. This has nothing to do with promotions, as it happen for both novice, grandmaster, master, adept.
The items that they're supposed to deliver, is not available, and they just stand there.

Generally, it sounds legitimately possible that your workers having to deliver something as their current task keep waiting for the corresponding to become available, but the devil is as always in the details.
