What enemies are elite?

Trying to get Comrade's last chip slot and I have to kill 40 Elites of any monster type. I had assumed that the elites were just the last enemy type before the boss in the album (i.e. Praetorians are the Bot elites), but I've killed four of them so far and the counter still says 0.

Am I incorrect in my assumption, or is this currently bugged?

I assumed the same. I didnt track my progression, but I do have the last slot unlocked. Maybe its bugged

You are incorrect with your assumption. The closer you are to the core the more elites you will find. You will be able to tell them apart from normal monsters once you see them. Though it is just weird the way they look different.

Can confirm that the quest is not bugged (at least for me), just a bit unclear. I was worried too at first because the quest didn't seem to progress at all. But アンジェル's comment is spot-on. Every monster can have an "elite" version (which looks different from the regular version), and the elites appear with higher frequency the deeper you go. I only needed a single (though pretty thorough) run to complete the quest.
