My last run, we managed to reach the end and win (Then they told me we were on hard.) I never died, was at full hp most of the game and could tank ungodly amount of enemies with massive wave clear on my own. (I got up to 75% crit and 52%-ish def.)
How and when do you use her active ability? Everything else is very good advice but at that point, why not pick another character with abilities that aren't situational?
Bunker without the taunt is extremely weak on offense as you'll be begging as to why you must trudge on with below average DPS and have all the toughness to do nothing with.
Also they changed her starting weapon from the machine pistol to the shotgun. I would say that absolutely is a deal breaker since the machine pistol is solid enough throughout the entire game. If you are using the taunt though then you don't really have to worry about damage output if you have turrets and allies.
Prioritise electric and light weapons. They get stuns and slows as elemental effect and means your attacks will have some natural CC. Boosting crit chance will proc this more.
You can go all in on the taunt. Get chips that boost shoving and max health, and look out for "Justice Doesn't Flinch" when picking levelups (increasing defense based on missing health). With your abilities as well, you can hold a corridor on your own for a while, as allies finish up elsewhere before helping you mop up your chokepoint at end of wave.
Or go for Clever Girl with "Stunning Countermeasures" (+stun duration on ability) and sit in a turret room, dash about repairing them. She already has good Wit, so you give the turrets their buffs, keep them alive, and help CC enemies away from them.
The Law Prevails seams really solid. She has high health, so full heal on medkit use becomes quite powerful.
"Diagnostified!" (+hp/sec) is a must pick on level-up as it means you'll basically start every wave at full health. If you can get it alongside "Justice Doesn't Flinch" and the chips Nanoblood and Shield of Justice, you'll become quite hard to kill.
She's a hungry girl and wants lots of food. Make sure she's hitting level 5 MINIMUM before you reach the Core. Preferably higher.
Main issue I have is when playing online with randoms, I don't get the chance to get character upgrade since someone else wants to spend the point before I can.
