Probably. It was mentioned several times on these forums by now, that you find keys on your journeys to the core, and each weakens the core more and more. Some manage to beat the boss on first try, but that is a different story as the progression is okay with getting to the core at least twice before you beat the game.
This is something different than the District Keys? There are 3 Core Keys randomly found?
Kinda. Every time you reach the core the core is supposed to be weaker.

I got to the core once and all of the core defenses still say active
I suppose we need to just unlock more districts or find more keys. I still have not found keys on maps I completelly opened all doors, so the key drops may be a little random.
Each of them can easily be called a liar, because you cant prepare for last level without knowing what will happen. And after passing this point, everyone will die for the first time during the boss fight, because you need to collect a large amount of resources for it. The game is designed in such a way that the player must die at least twice (most likely three, because no one knows that the boss fight has two phases) and there is no way to prepare for it.
The end of this game is terribly designed just to kill players and artificially extend the game before reaching the end.
Is it really that unrealistic to think you wouldn't need a bunch of turrets for the ever present (and always referred) threat of the Core and how the Heroes need to reach it? Not only that but you are also notified of the Core Defenses before even starting your first run. I'm pretty sure the majority of the playerbase would be angry if it was easy enough for 95% of players to beat it on the first few tries.
I did it on my second run but the only reason I lost on the first was because I was confused by the bug where Eriaudy's healthbar disappears chunking 90% of my Crystal's health then followed by the last arena not loading in properly so I just died in the black void of unrendered terrain unable to do anything.
Back on topic though, it seems you need to beat the final boss a set amount of times before disabling a core defense. I didn't get my second crypto key until my 3rd elimination on Eriaudy so maybe it goes 1st, 3rd and 5th? I'll see if that's the case since I'm only on my 4th elimination right now.
