totally, it's not the case that you have to go through some insane mental etymologic gymbronastics and equalize the meaning of efficient and effective to say "literally what the word means"
Which is it?
It doesn't say nor do the values of the other tooltips get adjusted when an efficiency buff is on.
If a skill has a 50% cooldown but does normal damage/heal, it would do the same damage/heal per second as something that has a normal cooldown but damages/heals twice as much.
There are slight exceptions to this, but that's a lot to get into.
