Numbers on paper puzzle

Can someone tell me how the "numbers on paper" puzzle works? specifically the first piece. The other 3 are obvious, add to equal the inner square, make both pairs equal the same number, make all boxes equal the same number, but I can't find any kind of answer for the first puzzle. The guide says the answer but I have no idea WHY that's the answer

The first one is counting up on a scale of 0-9 "1,2,3,4" "8,9,0,1" "4,5,6,7" so on.
