In the Attributes screen for any monster it shows their experience level, and if you scroll down a little it shows what level they need to be to ascend - 1000 seems to be the default. Once you have a monster experience level of 1000 or more you can then click a button on that page to ascend them. Every ascension seems to add 250 levels to the requirement. And I would recommend when you hit the xx50 levels to put the effort into getting over the threshold to a round hundred number so that the 50 levels aren't wasted, as each ascension gives that monster an xp boost that helps speed things up.
