They're a bit of a pain (though I like the threat they provide, unlike the deeply annoying Galdius creatures), but if you kill one, you get a good load of resources. In other words, you can mine them!
And if the city is not on a directly adjacent tile, Abkhans aren't even a threat (they don't move, so you'll never accidentally unleash them by overwatch).
May even be helpful when enemies try to approach, because an unleashed Abkhan is very unlikely to pick the city as it's target (because cities are tankier than almost anything else).
