They will add leaders, new units (for each affinity) and new techs, for a small price. Basically small content packs and if people keep buying them they keep developing them.
If you have FOMO i doubt they'll sell a complete edition but maybe wait 12 months and then buy with DLCs.
There is also pretty good mod support which will be more developed by then.
I kinda hope that this decision was not on their end.
Whereever GW is involved, milking ensues.
It´d be cool to be able to play the Voice or Zephon factions in the future.
