How do I 'execute order package resources?'

I can't find an order like that for my units or my city

When you click on them, units with cargo slot(s) have the slot number on the right, some units take more then one slot though, and some units cant be loaded.

unloading cargo is just as easy as clicking on the cargo slot that contain the unit and then order it to move on another tile, but units that just got inside a cargo are locked fro one turn inside.

You're probably talking about a quest. Check the icons in the upper left corner of your screen.
