No. Just in civ and the even more lazier clones. Because the devs are just that . lazy. why write differnt code for different difficulties if you could just add a multiplier.

What exactly do you mean by a pro gamer?
AI gets slightly higher loyalty and experience on hard. But the game tells you so, I don´t consider that cheating.
Experience bonus means all AI and neutral units start at Level 2 at hard difficulty, meaning they have slightly higher attack and toughness until you catch up.
