Game lags every few seconods

Subj, vsync/framerate/quality doesn't affect this behaviour. 13900/4090. Few days ago worked flawlessly. Rebooted / updated drivers / checked game files

And I've noticed, when I am move mouse over unit icons(bottom right corner) in the game (left, right, left, right).
I get extremely lag. maybe loading unit description cause this

I'm having the same issue. Interestingly, it seems to go away if I try to do a screen capture to show the laggy behavior.
