Operation Reunite

This is probably a bug that is preventing me from progressing but wanted to check here first in case Iv'e missed something.

I'm stuck in the first area (where you have the Sapper and Spy) but think I know what to do- I have access to the sewer and think I need the Marine to progress further (bit under the bridge) as the Sapper or Spy can't go any further and think that I should have triggered the Marine to enter the mission so I can use him to turn off the electric to the fence allowing the sapper to cut them. However what ever I do I can't get the other soldiers to enter the mission. I did manage to run up to them on the river bank but nothing happened.

So question is have a missed something that would trigger getting the other Commandos to join the mission or is it a bug?

My sniper, marine and driver entered mission after I recovered documents from large two stories building in first section of the map
