Next, before you reach that final drop, push some of them down if you can. Then, step into one of the big guys and have him attack one of the guys that fell down. Kill SOME of the others while you're still up top, but don't waste too much time because until you drop down, another wave will come.
Then, try to save the really big guys for last. Step into one and try to have him attack at least 2 people at once (his attack FOV is pretty wide). If you can't hit multiple targets, prioritize anyone with a gun - they may have weak attacks but so long as the "ninja-ladies" are around, they'll whittle down your life as you struggle to fight everyone else, and parrying their bullets is a waste of Am.
After you hulk-smash, step into another one of the big guys and do the same. If there's only one big guy, CANCEL the step. You do NOT want to waste a step on the weaker guys. Wait a few seconds and re-step into the same guy. He can handily kill most of the smaller guys in 2 hits, and the "ninja-ladies" in 3. The ninja-ladies are also surprisingly weak against Ascendants, so I wouldn't bother stepping into them unless all the big guys are dead.
This strategy was the only way I could come close to beating this. Also, once the blimp arrives, run for the wooden platform. The game doesn't make it super clear that the waves won't stop until you go there.
So far, the only other point of the game I found to be as frustratingly difficult is the very end.
