Hooks work in the active window in the center, no matter on which overlay.
I have also moved the shortcut to the gaming monitor and double-clicked it there. This still opens the crosshair on the wrong monitor. LIkewise, I have moved the Steam shortcut to the gaming monitor and run Hudsight 2. It still opens in the wrong place.

Start the game. Then launch HudSight 2, select the "Display Mode", and in the "Sight rendering Method" select "Real Overlay". When you return to the game, the scope will be on the screen where the game is deployed.
