20 skill points is missing. HELP!

I finished the game 100% before the new patch came. So came back for new achievements. I did ever side mission and collectible things in new map(school and surroundings). I just try to get "On-The-Job Training" achievement and 20 skill points is missing. I did everything.

If you are maxed level then it’s kk notes as they give skill points.

there's also a sneaky note found in the Shibuya underground, but getting there requires finding a little out-of-the-way door close to the Shibuya Scramble, has a hidden art gallery of concept artworks.

im missing 20 as well and like an idiot the last skill i need is one for the achievements , not a newer one .
ive looked at every shrines and its none of those im very lost right now

Probably you miss one KK's note. Use the prayer beads that show KK's note around the map.
