Perfomance
Is it me or is the game poor performance? I have tried playing a thousand moves and putting all the settings on low and the game shows me 57-60 fps.

pd: I have other games that are twice as heavy as ghostwire tokyo and I do well over 120 with medium-high settings...

Set level streaming to auto, the game has a memory leak issue that setting fixes it for most.

Ran like a charm for me on 3080Ti, even with RTX ON it barely loaded the gpu @ 60 fps.
Honestly I am quite litterally running it a Ultra settings with Ray Tracing on and I get 60 fps constantly.

I don't know your setup, but here is mine:

RTX2060 Super OC WIndforce 8GB
Ryzen 7 3700x
32GBs of DDR4 ram.

Okay that Ryzen ain't bad at all, 16 GBs of ram should be enough depending on settings you choose. I feel like your 1060 is holding you back mostly. I get it, cards aren't really cheap nowadays, but I'd suggest upgrading eventually, we are starting to see even the 1080 and 2060 start to get roughed up.

That's what I thought, my graphics card is old so I'll have to change it when I can but well I guess I'll keep playing no matter the consequences xD

Game stutters a lot for me when the fps is set to unlimited. If I cap it to 60 it becomes smooth all be it with less framerates. I would rather have less fps and have a smooth experience then a choppy one at high fps. so it's not that big a deal for me to have to cap it.

I have it the same as you and even so I have stutters at certain times but well the most important thing is playable

Goes to show you, I have a rather high end pc but still get performance issues in this game at high unlocked framerates. Newer and faster isn't always better.

A lot of it has to do with drivers and optimisation.
Its why I love and hate PC gaming. It can be wonderful, but can also be a pain haha

Honestly, you should be okay for maybe a year more. I'd suggest saving up and picking something new during the holidays.
