Raytracing makes the game unplayable
Specs
MSI x570 Tomahawk Wifi
Ryzen 5600x
MSI RTX 3070 Gaming X Trio
32Gb Corsair Vengeance 3600Mhz
Samsung 980 Pro SSD

I have DLSS on and have tried tried all the RT options, low, medium, high, etc. Regardless of the setting the game constantly plummets to single digit FPS. The only way for me to play the game properly is turning all the RT options off at which point i'm playing an inferior product to the console version.

You can try setting level streaming on auto, you’ll probably get some dips. As for consoles hinestly at least to me there isn’t much different s outside of reflections to take any fps hit. Plus I wouldn’t be caught dead playing any fps with a controller or 30 fps lock.

I played it with RT off, wasnt worth the struggle. Maybe later would do a replay with RT when its completely stable.

The static lighting and reflections are incredible alone, not gonna miss much.

The game runs perfectly at a locked 60 fps with max RT on my PC with RTX 3070 Ti / 5900X / 32 GB DDR4-3200. (1920 x 1200 though).

The only fps issue I had was setting environment texture streaming (or whatever it's called) to "high". This resulted in my GPU being murdered (going by the sound of the fans, which are usually pretty quiet) and fps dropping to single digits. With the streaming set to "auto" the game is running smoothly.
Runs great for me with RT at 3440X1440 on my desktop (3080TI) and on my gaming laptop at 1080P (Mobile 3080) I am using DLSS. There are a few other settings that aren't worth maxing as they will impact performance, but I've never dropped to single digit FPS

Make sure texture streaming is set to auto. The game can buckle if you run out of VRAM, that setting will pretty much make sure that doesn't happen.

It was running fine for me upper 80s but after leaving my first convenience store it dipped to 19 frames and stayed there till i turned raytracing off.

3060ti/R55600x 1080p no upscaling.

Do you have texture streaming set to "auto". If not, try that and enable ray-tracing again. I doubt it's the ray-tracing causing you issues because I just finished the game on my 3070 Ti and I had no issues with ray-tracing causing performance issues.

I did start out with texture streaming set to high and it caused issues exactly like you describe. Upon leaving a convenience store my frame rate would tank horribly. Reloading it would fix it for a while, but then it would become a mess again after cutscenes or other scene transitions.

My rig is a step down from yours (R7 3700x, RTX 2060S, 16 GB 3600) and it runs the game maxed out at about 70-80 fps.

I had a problem with bad RAM that wouldn't let me run any DX12 or Vulkan game when I first built this machine. The weird thing is that the RAM tested fine with no errors, but the problem was fixed when I replaced it. If you are able, try swapping out some hardware and see if that fixes the problem.
3080ti/11700K @ 4k here . It runs well for like an hour and then it just starts to freak out down to 30fps from like 120-140. The games has so many memory leaks it's ♥♥♥♥♥♥♥♥♥♥♥♥♥♥♥♥♥♥♥♥.

Upgrading the DLSS engine sorta improved it but it still leaks after prolonged periods of time

Thanks for the suggestion but my machine hasn't been having issues with all DX12 games, RDR2 ran fine for me in DX12 at 4k DSR.

For all the streaming set to auto suggestions, thanks and i'll try that when i get back to the game. Texture streaming was set at 1 by default iirc.

Okay so i tried it with texture streaming set to auto and it runs fine now, the visuals/image quality get utterly dumpstered in auto though.

Blame nvidia and their historical low vram capacity on their higher end cards. It's pretty annoying. They do it so their highest end card (ex RTX 3090) has a reason to exist.

The issue occurs even in amd cards. The issue is how streaming is implemented.

Echoing the suggestion of changing texture streaming to auto. Solved all my 1 FPS problems with ray-tracing on.

I already said a few posts above that i tried switching to auto and performance is mostly fine now. There are moments where it will chug to single digits for about 5 seconds then go back to normal. My issue with auto though is that it's a pretty big drop in image/texture quality, lot's of very low res text and images on ad boards and screens, and the rain looks pretty bad as well.
