The static lighting and reflections are incredible alone, not gonna miss much.
The only fps issue I had was setting environment texture streaming (or whatever it's called) to "high". This resulted in my GPU being murdered (going by the sound of the fans, which are usually pretty quiet) and fps dropping to single digits. With the streaming set to "auto" the game is running smoothly.
3060ti/R55600x 1080p no upscaling.
Do you have texture streaming set to "auto". If not, try that and enable ray-tracing again. I doubt it's the ray-tracing causing you issues because I just finished the game on my 3070 Ti and I had no issues with ray-tracing causing performance issues.
I did start out with texture streaming set to high and it caused issues exactly like you describe. Upon leaving a convenience store my frame rate would tank horribly. Reloading it would fix it for a while, but then it would become a mess again after cutscenes or other scene transitions.
I had a problem with bad RAM that wouldn't let me run any DX12 or Vulkan game when I first built this machine. The weird thing is that the RAM tested fine with no errors, but the problem was fixed when I replaced it. If you are able, try swapping out some hardware and see if that fixes the problem.
Upgrading the DLSS engine sorta improved it but it still leaks after prolonged periods of time
For all the streaming set to auto suggestions, thanks and i'll try that when i get back to the game. Texture streaming was set at 1 by default iirc.

Okay so i tried it with texture streaming set to auto and it runs fine now, the visuals/image quality get utterly dumpstered in auto though.
