Now it's only a matter of eliminating the driver or startup app on my primary account that is messing with this game. I have a feeling only Mighty Jehovah can do that. And He's rather occupied...

I was also thinking maybe check for GPU updates and attempt SFC Scan. I do know Nvidia has a new update after that broken one early June which included a hot fix.

I followed Bethesda's instructions to reboot on my main account with as little extra apps as possible, but it still doesn't work. They told me to contact Microsoft. I'm stumped...
I launched the game on another pc, run new game, save the game, and now the game works on my computer.. thanks to save cloud..
