Pre-order Items: Exclusivity?

Hello. I am having a difficult time finding information, so maybe someone reading may know and share.
Is the Hannya Outfit item a pre-order exclusive or would it be available at a later date?
Also, if I buy the standard edition, would I be missing out on the Deluxe items (Streetwear Outfit Pack / Shinobi Outfit & Kunai Weapon) being released as DLC?

Normally pre order items now are all time exclusives, you wont unlock that in game. Same with deluxe items.

Well if you look at another unique bethesda published game Prey, the pre order bonuses remained exclusives to this day as far as i know.

If you're completionist there's a tied outfit that you need in order to get 100% It was a biker outfit I think, there's a previous thread here that talks about it.

That's not true. They have removed the bonus content from the achievement.

Achievement:

Trendsetter - Acquire all items for the Outfit menu (excluding bonus content).
