which means like:
"Did you steal it?"
"Hmm, how was it actually...?"
Its extra weird for a cop to say it too. It makes it look like cops in Japan break laws then make up excuses to justify them. So while they wanted to be woke all they did was make KK a bad person who says stuff he doesnt believe in order to justify his criminal activity.
Does GTA make it ok for you to steal cars?

Sure it is. Both are using a video game to justify real life action. Both are foolish.
Also I'm 99.9% certain the line in this game is sarcastic. Nothing else about the character KK ever references any kind of political ideology. It's literally a weird, one off line that doesn't mean anything. it's confusing tbh, because it's never mentioned again and nothing else in the game is related.
