Then in Windows from your desktop, press the Windows Key+R, paste the location below into it and hit enter, open the Input.ini file in that folder with Notepad.
Adding the lines in the quote below to the bottom of that Input.ini file then saving it seems to make a noticeable difference for some.
Then in-game, set Camera Acceleration speed to 1, and Camera Deceleration Speed to 100.
Also only turn on V-Sync if you see noticeable screen tearing, having it off will reduce latency, which provides better mouse control. This game luckily doesn't skyrocket the FPS into the 1000's when in pause menu's like some games do with it turned off.
