Install VP9 Codec before playing
Some of the cutscene videos will not play if you do not have vp9 codec installed. it can be found from microsoft store :) Tough intro videos were missing from me after I Installed that ... :)

if you install VLC, i think it comes with most CODECs

I've played hundreds of games. And only this game has this issue?

Apparently.

Most other games use H.264 MP4 videos, Bink Video, or other things that Microsoft supports either innately in the OS (Ogg Opus), through preinstalled codec extensions or ones found in the Microsoft Store (MPEG-2, Ogg Theora and Vorbis through Windows Media Foundation extensions, H.265 HEVC, RAW image format, AOmedia Video 1, et cetera), or through Redistributables included with software packages (see Opus again in chat services such as Mumble, VLC media player, Bink Video whatnot or otherwise).

The outlier is apparently the WebM VP9 video format's OS-level support. It is either provided through external software libraries (VLC), the Microsoft Store through VP9 Video Extensions, or if things for it are included with the software. In lieu of the third one not being the case, only manual solutions such as the first two must be used.

Failing that, one must also rule out the possibility of other software conflicting with the codec extensions' support.
