Emerald Valley Devil is the first special horse but I'm not talking about that one. And you do get items. They're recipes for building structures, but I call them items. I'm assuming you have no helpful advice for me, lol. Is there someone that does?
Where do you find the ghost horse? I've thought I've finished this game 10 times already and never found it or a quest line for it. Are there more special horses besides them?
That being said, I don't believe they stopped because of bullies. It's likely that the main company saw the game wasn't well received and didn't plan to back it after release anyway. Microids is apparently known for releasing unfinished games anyway so there's also that.
It's also likely that the game devs honestly believed the game is fine and complete as it is. They said themselves that they would only do some bug fixes and they had nothing planned for the game after it's release. This was something they had figured out before the complaints. If they planned to release anything, they would have figured that out long before the full release of this game.
The ghost quest you get from Matteo. There's a post about the steps in community for it. Don't catch the horse the first time you encounter it even if it lets you. Let it run off while you crouch up to it. Hopefully that will make it work for you.
