Problem with Bulbulator

The quest tells me I need to get the Bulbulator part from Harold for Rudy, but when I try speaking to both of them, there's no option about the Bulbulator. I also have the completed Bulbulator and two Bulbulator parts in my inventory, so I'm not sure what's happening. I really don't want to start over, as I've put a lot of work into this save. Can anyone help?

you don't need to start over. if you have the Bulbulator, then search where you can put it to work. the game has lots of exploration aspects, you have to be active in the game, on the maps. check everywhere if you didn't miss some opportunity or option. most stuff doesn't work through talking to people but through just searching. also consult your quest manual, there should be some hints for you how you can progress.
in general the game is pretty forgiving but you have to know, it's not totally linear progress.
the Bulbulator is a bit confusing cause you will use it two times in two different places. since you have already one, you didn't finish the first usage & are now already half way though the second. forget the second, that will come later on, concentrate on the first, where you can put it to work.
