How do you unlock the 2 backpack/inventory rows? (and other questions)

First of all, I didn't have this much fun since I played Terraria and I played that on release, so thanks a lot to the dev for this game.

There are deemed 2 rows under the numbered action bar, disabled by default and you end up with only the actions bar and the cargo storage from ship.
Is there currently a way in-game to unlock those rows?

Also what's the maximum count of pirates you can have on ship right now? (I currently have player character + 6 crewmates)

One more thing that I'm not sure if a feature or a bug, I placed a prison cell an a ship that I'm not currently using but I'm still getting the popup to imprison crews members from other ships... also how do you collect bounty for those?

6+ captain is current max. You can ransom prisoners at the prison island in redcoat territory.

The rest I can't answer, don't think it's implemented yet.
