You can break down cloth and wood into fuel in the inventory screen like you can break down bullets into gunpowder and metal.
That should be enough to get you somewhere you can aquire more fuel. You can check how much fuel you'll need by mousing over your next destination.

Yeah, if you have money surplus you can buy ammo and break it down for metal (train upgrades) and gunpowder (explosive research). It is efficient too, for example MG ammo gives you 15 metal and 20 gunpowder when broken down - I believe one could actually abuse material saving upgrade and repeatedly manufacture and then break down ammo to get ever increasing amount of gunpowder since you first get up to 13 back on manufacture and then 20 back when you break down the item. Most of the time a good number of your soldiers has nothing to do, so you could just have them cheese ammo crafting on all 4 workshop slots creating something like 10 gunpowder per hour.
I was a bit surprised how easy the game eventually turned out to be - I was expecting having to use at least some abuse of game mechanics, but it seems just looting everything on missions and scouting all locations gives more than enough resources.

Thanks for the help guys.... I spent my money on alot of dumb things like "goulash" and "scrambled egg" so I might restart.... as well as be more careful with my fuel.

goulash is worth buying, always buy it and give it to wounded soldiers so they recover faster, it gives health and morale regen, other food doesnt

I learned it here on the forums as well around my 3rd run.
There's always something new to learn

I recommend you run your train until it can't go any further. Better to try stuff out and make all the mistakes you can now than save some for the next run.

Quoting to highlight the answer on how to.

Had the same problem. Had run high speed out of Moscow at first then to normal while lumbering forest. Ran out of coal but had wood.
