No Combat Role -- what am I missing?

So, most of my soldiers have no experience, and therefore no combat role, and therefore I can't assign them to a mission. What am I missing? It seems I have to use the same soldiers over and over...

A few soldiers can't have combat roles as per char trait. Some come without combat role but you can assign them when they have enough exp and attributes for the role. So assign on a train role so they can earn exp.

Yeah, there are some very few "pacifist" traits who can only be used as workers on the train.
