Need help with a quest!!!

The quest "Manuals at the Pavilion" requires me to buy 2 rare manuals from the pavilion but when i buy 2 of them it doesn't progress, is blue not rare enough? What does "Rare manuals" mean is it a higher rarity that i need? Thanks so much in advance! I really want to continue her quest

Sorry for the crappy English, but as far as this quest is concerned I got the two red manuals directly at the first town next to the said quest. It's nice to have a woman who calls you a little goofball, isn't it?

I just had to find her on the map again, it's a bit hard honestly, because things happen quite fast and things pop up constantly so i can't remember where exactly, by the time i did that step like 4 more quests showed up you know

Just enter manual pavvilion in next town not buy some from guild! In town you get automatic in story form 3 red ones then go back to the lady
