If you need more decent disciples, just recruit them in the new area.
Also, every once in a while the sect will hold tryouts auto-recruit initiates. This one is very random.
Pick a bunch of red manuals from sect pavillion. Teleport around towns and look for rogue cultivators. You can sometimes find people of higher realm, so if you manage to get one or two as grand elders, your sect will be pretty safe from attacks even if you're not helping. If those are unavailable, get highest attack power recruits. Once you find a potential recruit, small talk once, gift one or two red manuals and they will be open to recruitment. You can also buy rings from market.
Oh and ignore heavens choosen, unless they have a family member in your sect already, they are pain in the ass to recruit, it's better to make your own by sharing your tao seed.
