Report a translation problem
1: Set the sect to Defense mode in the Council Hall. Kind of keeps you under wraps and allows you to rebuild your strength.
2: Go to the Mission Hall and then to All. From here set all the resources into Recruitment till you can keep a consistent 100-150 in the department. Then move extras to Treasury. Recruitment is critical because these "backup Disciples" as they are called will die on their missions and need to be replaced. If you don't have enough people in your departments they won't increase your supplies.
3: Make friends with people and try to recruit them to the sect. Also remember to check the Mission Hall once a month to manually adjust the Department Resources and assign people to missions. You want to aim for Foundation or Heavens Chosen to have them increase their chance at succeeding missions.
And FYI when you do expand, probably won't want to bring anyone who isn't Heavn's Chosen and/or already at Qi Gathering yet to the new locale, and instead go on a recruitment spree among all the Tier 3+ rogue cultivators that populate the new area instead.
btw, the difficulty of each mission is displayed incorrectly.
The new sect is completely empty so you need to fill in the slots with people from your original sect and the AI is so god awful at managing the sects your actually need to babysit them to actually grow the sects.
