How can I fix it?
Can NOT launch the game. Game Config Not Found: The game is exiting as it cannot load or create the game configuration data. This is due to no directory access or file/folder permissions.

so many people have this bug after update, dont know what are them doing
anyway in windows ransomware protection then in Allow an app via "Folder Restricted Access" add RelicCardnal.exe can fix it

So here's the solution you don't only allow red cardinal.exe you also have to allow webclient.exe and BsSndRpt.exe I allowed these too and it finally worked

Was there ever any resolution to this? I just reinstalled this game and hadn't played for a few years. When I launch the game it immediately just gives me this error and won't launch. I searched my computer for any old files and deleted them. I've reinstalled several times and verified files and still get this error

Do you have some program blocking random programs from doing stuff? Like your anti virus or some other program blocking say Cardnal from running?

I use basic windows defender and I have not gotten any notifications from it.

I am not aware of anything else that blocks to be honest.

I can play AOE2:DE, AOE:DE and AOM:Retold. None have this issue

Just disable Ransomware Protection in Windows Security was super easy and it works now. Mine was doing the same I tried everything and then just disabled it Ransomware protection and game works.
