Scenario editor, map editor, mission editor, or whatever else you want to call it maybe does not exist on AoE IV for a variety of different reasons:

Number 1, AoE IV was made by Microsoft like all of the other games from this series, but perhaps a different team working on this game than the first three games.

Number 2, the editor is more complicated and more time consuming to work on than just simply joining a random skirmish.

Number 3, the way this game was designed appears to me that perhaps it was more intended for casual players (which includes both single player and multiplayer) and also designed more for multiplayer than the previous three Age of Empires of Empires games. For the explanation of why I think that this game might have been intended by Microsoft more for multiplayer than single player take notice for example nothing new was added for Ottomans and Malians when they were added from last year during the fall from a free update when it comes to campaigns, it does not include any individual historical battles contrary AoE II: DE and AOE III: DE, multiplayer was included when it first came out contrary to previous Age of Empires games, and the two newest civilizations were also only added for Art of War besides being added for the skirmish and multiplayer part of it. Overall, for anyone that is more than just a casual player on AoE IV at least some of them (but not all) are probably more interested in multiplayer/Co-OP than skirmishes after completing all of the campaigns.

Number 4, most people who play AoE IV probably play at least AoE II: DE as well if not all four games where the first three games already include this editor. Also, as a bonus Age of Mythology (which was also made by Microsoft) has a map editor as well.
