How are you supposed to mass lancers, camel riders, etc when mongols can put constant ranged pressure as soon as they come into age 2, just outside TC range?
The key is don't let them do actual damage (i.e. kill vils, not like they can do anything else anyway). The best way is to wall off. Otherwise, put outposts around whatever's vulnerable. If you're going away from your base to mine or for hunts, only doing so with 5 vills (so they can all fit inside the outpost) is a good idea. The mongoloids will pressure you, yes, but you can hide inside the outposts every time. It might take several times, but they'll ultimately realize they can't damage you and their pressure is worthless and will think of something else.. or not.
Big brain strats involve intercepting them, attacking them from several directions, aiming for encirclement to deny kiting. Or, if you've 1000 IQ, distract them with something lucrative, then wall the blob in, trapping it for eternity, muhahaha. Or until you've figured out a counter anyway.
The best move in this situation is honestly not to commit to much to counterplay, but doing your own thing. If he vomited that crappy blob of horse archers this likely means he got little else. Go punish him by pushing into his base with rams or something. Even on smaller maps horse blobs can't be in several places at once.
But honestly, number #1 counter to Mongols are walls. Build a wall and they can neither put pressure nor benefit from their pillage mechanic. At which point they might as well have picked some other civ.
(around) 100 wood, arrow does 1 damage to outpost, plenty of HP, allows you to retreat your villagers into outpost and fire arrows, longer range than Mangudai. Mangudai is a light armour unit which means arrows would hurt them.
I would train spearmen and pack them into outposts, if they attack with cav use your spearmen if they only have horse archer, and pack your spearmen in to outposts to fire down at horse archers
I'd advice to get food and wood before gold with villagers for the outpost and spearmen and not spread your base around wide open so early unprotected.
then follow up with a fence on both side at the back to prevent them running horseman through your base via backdoor.
It's only a problem if they tower rush you with their spearmen early game on your resource line.

And be quick with hotkey G to garizon your villagers, as soon they leave hotkey D to return them back to work.
