As for Rus, there are several Youtube video you can watch for some tips. You need to utilize your scouts to hunt for animals to gather some golds and generate bounty for faster resource gathering. I always focus on food & gold when playing as Rus, so i can easily spam Early Knights on feudal.
When this stunad says macro and nothing else, they mean building an economy and military/buildings in a fashion that is most efficient. Are you building your economy efficiently? Are you picking up resources you may not need in the moment? Are you maximizing the use of your workers and ensuring they aren't standing around idle?
What civ are you playing anyway. So we can give more specific advice
Is it true it doesn't matter what you fill a keep with as far as damage dealing goes?
In RTS in general marco means collecting resources, building up an army etc
Micro on the other hand are the details like moving units within battles, reassigning villagers to different resources
