Not sure, in future I could imagine them including Empire of Nicaea for a more Greek-oriented civ. Like a more aggressive, not-as-complex variant of the Byzantines.
The thing about the game is that it's a specific time-period... it's roughly the end of the Dark Ages up to 1600-ish.

So, you aren't going to have a western Roman Empire faction ever... that ends in like 396, about 5 centuries before the eras the game covers. Byzantines are the next closest thing that was in the era the game covers, though.

The Byzantium Empire was the remnants of the eastern roman empire

Byzantine Empire was the actual Roman Empire. The capital of Roman Empire was moved from Rome to Constantinople and soon after the western part of the empire started to crumble. All that remained was the eastern part. They did manage to reconquer some of the lost territories for a short while though. The name "Byzantine" didn't exist until the empire was already gone.

There wasn't really a Greek "nation" like we imagine today during the time period this game is supposed to take place. After the Greek states in the Mediterranean were conquered by the Roman Empire, those former Greek's retained their language and some of there pre-Christian Pre-Roman culture, but the Romans were notoriously in love with Greek culture and ideas and basically promoted it as much as possible. So by the time of the fall of the Western Roman Empire, Greek and Roman basically were united in concept, despite the fact that the commonly spoken and noble tongue was Medieval Greek. For example, the Byzantines term for themselves as a people was Rhomaion, which is Greek for Roman.

Maybe if AoE5 goes back to the ancient era like the first game, you'll get the Romans and ancient Greeks. Until then, you'll have to satisfy yourself with the Byzantines, as they're the eastern empire and encompassed most of Greek lands during the Middle Ages.
