In my case, every AI builds spearmen, I completed this mastery by just play a game against medium AI

I think, the issue for You is the game with easy AI, it does not really build any units
Yep, the edit is the key issue, as on some difficulties the CPU opponents do not build many units and/or skip past certain unit types (harder difficulties may jump from archers to handcannons with not a lot of crossbows, for instance).
Easy CPUs are a bit of a problem to get to build much of anything, though 6 of them I would assume would each build at least 2-3 and get you close to the 15 you need.
Mali might be a good choice... I don't know if their one unit technically counts as a spear, is the only drawback, but CPU Mali tends to spam a lot of weaker infantry, at least when I have played against them on Intermediate and up.
I would pick Abbasids, China or Delphi Sultanate, because they do not have early acces to other units like English and Germans have earmy man-at-arms, Mongols and French hae earky cavalry etc
But the main thing is to not play against easy AI :D
I would say that any civ with medium AI will produce spearmen
This worked!! They still didnt make a ton of spearmen but at least they made use of them. Thanks to all!
