Max population mods not working

Hello, I've tried to install a couple of max population mods but none of them seem to work for me. My friend has one of the mods and it works perfectly for him. Anyone got any idea of what I'm doing wrong?

you actually have to choose one of those mods as tuningpack when you create a game.

or use it as game setup instead of the generic. like the 'advanced game settings' mod

I ended up making my own mod (search for "Pop Cap" ;-)). While figuring out on how to make a mod and change the population size, things became more clear. I think that most of the population mods aren't updated and therefore don't work on civs like Ottomans and Malians.

there is a few options, but 'advanced game settings' mod works for that. Others sometimes have issues with Mongols. Sometimes Mongols never move, and other times they stand there for an age then move later. They're weird.
